Establishment of the national independent innovation demonstration zone is a major measure for China to explore on reform of science and technology achievement ownership, disposition and distribution, implement on the stock ownership incentive and promote science and technology staffs’ innovation and entrepreneurship. To build the national independent innovation demonstration zone also has crucial meaning to development of Xi’an High-tech Zone. In recent years, Xi’an High-tech Zone bases on its own characters to strengthen science and technology coordination, continuously to perfect its service system and takes science and technology innovation as its major measure to adjust industrial pattern, foster new economic growth point and keep steady economic growth to stride forward to become the national demonstration base.

Innovation and Entrepreneurship Becomes Typical Features

Xi’an is neither a coastal nor a border city. Since the establishment of the zone in 1991, Xi’an High-tech Zone has realized great-leap-forward development: science and technology income broke 1 billion in 1993, 10 billion in 1997, 100 billion in 2005 and 1,000 billion in 2014. On the perspective of innovation, patent application in Xi’an High-tech Zone reached to 30,451 which took 65% of total number in Xi’an and ranked third in all Zones in China.

On the business startup section, Xi’an High-tech Zone welcomed 7,900 new registered enterprises in 2014, i.e. more than 30 registrations per day. There were 72 new enterprises established by overseas personnel and there are now more than 870 such enterprises in Xi’an.
